This report is part of a skills review undertaken for the United Kingdom (UK) Department for Education and Employment (DfEE) by the Institute for Employment Studies (IES). The program of research explored the changing nature of skill requirements within occupations, training and recruitment, and other issues relevant to each occupation. This report outlines the findings of the study of sales and marketing occupations (specifically sales and marketing managers, sales representatives, and telesales occupations). The report outlines the aims, objectives and methodology of the study and provides a discussion of the role and structure of sales and marketing occupations and the pressures for change, the skills that managers say are required for sales and marketing occupations and how these skills are changing, recruitment sources and criteria, training and development issues, career structures, and the issues and implications arising from the research. This research and development report summarises and reviews the UK's New Deal program for young unemployed people between ages 18 and 24, eight months after the program's introduction. The program assists individuals who have been claiming the Jobseeker's Allowance for six months or more, in finding work and improving longer term employability. Program participants undergo the Gateway assessment process from which an appropriate form of assistance is determined. Four options are provided to participants: (1) subsidised employment with training; (2) full-time education or training; (3) voluntary work; or (4) work with an Environment Task Force. Individual follow-ups provide subsequent support and guidance. This report examines the range of delivery mechanisms; participation in the program, characteristics of participants, and the Gateway assessment process; the four options made available; and the initial impact on young unemployed people.

Certain groups have been recognised as suffering from multiple disadvantages that constrain their ability to take ready advantage of a rising labour market and their ability to participate effectively in programs designed to help them do so. Pre-Vocational Pilots (PVP) are designed to offer additional help to groups that need to overcome both the effects of long term unemployment and their additional disadvantage. The aim of this evaluation is to ascertain exactly how such PVP recipients fare in their subsequent activities. To meet this objective this research identifies the characteristics of PVP participants, describes their experiences on PVP, describes their experiences after PVP, and assesses the perceived helpfulness of PVP. This is followed by a multivariate analysis that explores the independent effects of various factors on participant self-confidence, the likelihood of entering Training for Work and getting a job. Four appendices are provided. They cover the research methodology, the questionnaire, the main classificatory variables used and an example of the PVP form. Show less

This research report presents findings from a study of the New Deal program's Gateway function in Birmingham, and notified vacancies in the local labour market. The research aimed to determine and understand the barriers to successful matches between the notified vacancies and New Deal Gateway participants. The research was conducted over four weeks utilising information from a variety of sources including interviews, and focused in more detail on unsubsidised employment rather than New Deal subsidised jobs. The Birmingham labour market is found to be relatively active, however the number of New Deal clients attaining unsubsidised jobs is not satisfactory. Clients' level of 'job readiness' for the type of employment desired, and clients' unrealistic expectations of work act as barriers to employment. Mismanagement of job searching duties also contributes to the problem. The experience of employers with New Deal participants has generally not been positive. The study concludes that a number of factors act as barriers to the New Deal program's employment success, with fundamental problems occurring in the supply of participants.

The European Social Fund (ESF) Objective 3 Programme was aimed at overcoming long-term unemployment and integrating young people into the labour market. In Great Britain, it comprised a three-year program (1997-1999) and was designed to raise the skills level of the labour force and to improve the labour market prospects for those individuals most at risk of exclusion. The Institute of Employment Studies and NOP Research Group were commissioned by the then Department for Education and Employment (DfEE) to undertake the 1999 leavers' survey for the ESF Objective 3 Programme in order to assess the beneficiaries of Objective 3 projects. This report presents the results of the survey. It is structured as follows: chapter one outlines the aim of this research and presents the main findings; chapter two identifies the characteristics of Objective 3 beneficiaries and the labour market difficulties they face; chapter three discusses the kinds of support provided by the projects under ESF Objective 3; the fourth chapter examines project completion, early leaving and identifies the activities undertaken by the beneficiaries leaving the projects; the fifth chapter discusses outcomes from ESF Objective 3 in terms of qualifications, jobs and other 'soft outcomes' and the impact of ESF on beneficiaries; and the final chapter concludes the study and summarises the key findings of the research. This report sets out the findings of a study on the form and nature of the work-based training provided for young people in employment. The main aim was to contribute to the understanding of the sorts of activities that constitute work-based training for young people in employment. The study was undertaken in two parts. The first was a literature review and the second was a fieldwork stage, revolving around a series of employer-based case studies. The report is divided into three sections. One chapter looks at where the young people are employed and establishes the link between recruitment and training, which underpins the employers' recruitment strategies. The next chapter examines the approaches to training young people that were adopted by the case study employers, the form and nature of the training they provided and their practices for recording and accrediting training. The skills that young people develop as a result of their learning experiences and the reason why employers provide the training that they do are also covered. The key findings are summarised with the conclusion that the training that is provided for young people tends to reflect the employer's overall resourcing strategy. Show less

New Deal is a test of providers’ ability to respond flexibly and effectively to the needs of individuals who are disengaged from the learning process. These guidelines show what can be done to develop and improve the quality of the full-time education and training (FTET) option within the New Deal for 18-24 year olds. They identify features of high quality provision and principles of effective delivery together with case studies and suggestions for further improving practice. These guidelines aim to assist providers of FTET New Deal programs and the partners with which they work to share and develop good practice.

This research provides qualitative evidence towards the evaluation of the Intensive Activity Period 50plus (IAP50plus) Pilots, which trialled the benefits of making participation in the Intensive Activity Period mandatory for New Deal25plus (ND25plus) participants aged between 50 and 59. The research focused on four of the 14 pilot sites, and was principally based on face-to-face interviews involving 75 staff, 23 providers and 182 participants, in two waves, in spring 2005 and winter 2005/06. The customer cohort was a very varied one, particularly in respect of their previous labour market experiences, their human capital, and their financial and domestic circumstances. As a result, their motivation to work, and to a lesser extent, their ‘need’ to do so, varied considerably. There was little or no opposition from the cohort to their being mandated, although outright optimism was restricted to a small number who sought significant vocational retraining, and saw IAP as a means to this end. IAP provision was dominated by work experience, which many of the cohort felt they did not really need (in view of their generally extended prior labour market experience). Many would have preferred a work placement, where direct contact with a possible recruiter might have been important in overcoming employer ageism, but these were extremely rare. Skill training was less common than work experience, but was generally well received, particularly among those with least qualifications, for whom the relatively modest skill gains nevertheless marked a significant marginal improvement in their human capital. By contrast, others with more human capital to start with, were often disappointed at what they viewed as the relatively small skill/qualification gains on offer. Basic Employability Training and Self Employment Preparation were taken up by small numbers. All these activities (except self-employment) were combined with ongoing jobsearch support, and the combination produced a flow of positive job outcomes from IAP. These seemed to be most prevalent where IAP skill and qualification gains had made a noticeable positive difference to the job prospects of the recipient, i.e. among the least well qualified. Ongoing jobsearch training appears to have broadened this flow somewhat, but otherwise, outflows to employment were uncommon, both from IAP itself and from the follow through. Ongoing motivational and attitudinal gains appear to be determined largely by job outcomes; where these were sought, and had not been secured, customer motivation and self-belief appear to have suffered.

Ufi was established to stimulate demand for lifelong learning and to improve access to higher quality and innovative learning opportunities, particularly through the use of information and communication technologies (ICTs). The report presents the main findings of final case studies of 10 successful projects, selected to present a variety of different kinds of project funded under this initiative. It tracks the development of the projects and examines their policy contribution in terms of project outcomes, factors affecting their achievements, implications for Ufi/learndirect and the processes in place to disseminate lessons learned.
